How it works:

Step 1 — Set your appointment online at psaserbilis.com.ph. Walk-ins without an appointment are generally not accommodated, so don't skip this part.

Step 2 — Download and print the request form from the PSA website, fill it out completely before going, and bring it with you. This saves time at the counter. If you can't print, a blank form is available at the office — but bring your own ballpen. The PSA office will not always have one ready for you. Step 3 — Bring one valid government ID. If you're requesting on behalf of someone else, bring an authorization letter, a photocopy of the document owner's ID, and your own valid ID.

There's Also a 4th Option — The PSA e-Certificate

This one is new and worth knowing about.

In February 2026, the PSA launched the e-certificate — a fully digital, secured PDF version of civil registry documents including birth certificates. After payment and a quick identity check via camera, the certificate is sent to your email the same day.

The e-certificate carries the same legal authority as the physical security paper copy.

Best for: Urgent digital submissions — online job applications, school enrollment, requirements that accept digital copies. Not all government offices and employers accept the e-certificate yet, so confirm with the requesting party before going this route.

Which One Did I Choose?

Walk-in. Option 3.

I set my appointment the night before at psaserbilis.com.ph. Printed the form at the office before heading out — thank you, office printer. 😄 Brought my valid ID, my own ballpen, and the completed form.

Paid ₱155. Waited. Got my birth certificate before lunch.

For an employment requirement with a deadline, same-day release was the only option that made sense. ₱365 with a 5–10 business day delivery to Surigao City was not going to work for a first-day-of-work requirement.

The walk-in experience is genuinely better than it used to be. The online appointment system means the queue moves. You show up at your time slot, transact, and leave. You're not standing in a chaotic line for two hours anymore. The system works — as long as you remember the ballpen.
